Christy Mumphrey, MD

Dr. Christy Mumphrey serves as Service Line Chief at Manning Family Children’s, where she leads neonatal services and advances excellence in NICU care. A board-certified neonatologist, she has been part of the hospital’s medical staff since 2014. Dr. Mumphrey is also an Associate Professor of Clinical Pediatrics at LSU Health New Orleans and plays an active role in physician training and quality improvement initiatives. Her leadership focuses on delivering high-quality, multidisciplinary care for the region’s most vulnerable newborns while strengthening education and clinical performance across the service line.
Jeffrey Surcouf, MD

Dr. Jeffrey Surcouf serves as Associate Service Line Chief and Director of Outreach and Satellite Services at Manning Family Children’s, where he helps lead neonatal services across the region and expand access to high-quality NICU care. A board-certified neonatologist, he has been a member of the hospital’s medical staff since 2010 and is an Associate Professor of Clinical Pediatrics at LSU Health New Orleans. Dr. Surcouf’s work focuses on advancing coordinated neonatal care delivery, supporting community partnerships, and ensuring excellence in the treatment of both full-term and medically complex premature newborns.
Emily Masoumy, MD
Medical Director

Dr. Emily Masoumy, MD serves as Medical Director at Manning Family Children’s, where she provides clinical leadership for neonatal services and supports high-quality, evidence-based care in the NICU. A board-certified neonatologist, she joined the hospital’s medical staff in 2019 and is an Assistant Professor of Clinical Pediatrics at LSU Health New Orleans. Dr. Masoumy leads quality improvement initiatives and serves as the primary physician liaison for neonatal nurse practitioners, helping ensure coordinated, safe, and exceptional care for the hospital’s smallest patients.

Dr. Julie Gallois serves as LCMC Physician Director of Quality for Neonatology at Manning Family Children’s. A board-certified pediatrician and neonatologist, she joined the hospital’s medical staff in 2019 and is an Assistant Professor of Clinical Pediatrics at LSU Health New Orleans. Dr. Gallois’ work centers on advancing evidence-based practices, supporting physician engagement, and strengthening outcomes for newborn patients across the health system.
